Рассмотрены экономико-правовые механизмы декарбонизации хозяйственной деятельности: стимулирование перехода на возобновляемые источники энергии, водородная стратегия РФ, чистый транспорт и другие прогрессивные технологии. Актуальность декарбонизации в России будет возрастать в рамках целевого сценария климатического регулирования. В России вводятся различные пошлины и углеродные налоги, а также происходит привязка производимой продукции к углеродному следу. Примером последнего могут быть квоты на углеродный след, предоставляемые автомобильным компаниям, которые рассчитывают исходя из этого количество выпускаемых двигателей внутреннего сгорания, а при приближении к критической отметке запускают в производство электрокары или гибридные двигатели для увеличения возможных продаж. Международные финансовые организации принимают решение о выдаче кредитов, опираясь на политику стран относительно соблюдения климатических обязательств.

This paper describes the economic and legal mechanisms of decarbonization in Russia, e.g., stimulating the transition to renewable energy, the state strategy on hydrogen, green transport, etc. In Russia, decarbonization will increase in relevance following the target scenario of climate regulation. Carbon taxes are being introduced to link manufactured products to carbon footprint. Car companies plan the number of internal combustion engines to be produced based on their carbon footprint allowances. When approaching a critical point, they have to produce electric cars or hybrid engines to increase possible sales. International financial organizations make decisions on loans based on the way a country meets its climate obligations.
