State digital economy projects aimed at improving the quality of life require the digital transformation of the entire social sphere across Russian regions. This research examines the scope and directions of state policy regarding the digital transformation of the social sphere in Russia’s regions. Federal and regional strategic documents, regulatory legal acts, and official websites underwent economic-statistical analysis, synthesis, grouping, and generalization methods. The article outlines the dynamics of the Gosuslugi e-government portal, analyzes the advantages and disadvantages of e-government services, and evaluates the launch of the Unified Centralized Digital Platform in the Social Sphere alongside its associated opportunities and threats. Furthermore, it reviews modern state platform solutions, suach as Gostech, and related information and analytical systems. Scenario maps of regional digital development are presented as an efficient tool for predictive state policy in digital transformation. The consequences of social digitalization are summarized into a comprehensive set of recommendations. The findings shed light on the current realities of global digitalization and can be utilized by government agencies driving digital transformation, as well as in socio-economic studies focusing on the constituent entities of the Russian Federation.
