Health and safety issues have acquired extreme relevance in the conditions of road-traffic environment because of the global car-dependency. The author sees the ideal traffic interaction as the one aimed at preserving the vital interests of the personality. One should be a subject of interpersonal relationship where psychological stability, adequate behavior and norms of human culture are vital needs of human personality. The current research is focused on the opportunities of the educational environment for providing an individual with knowledge and skills of safe road-traffic behavior. Education is the basis that teaches the young generation to respect social norms and rules, to take responsibility for one’s own life and the lives of others. The paper introduces a level gradation of organizational and pedagogical conditions that allows one to visualize a chain of actions that would shape the competence of safety.
