The integration of veterans into state structures is a practice rooted in long-standing historical precedent. The author studied biographies of veterans, spanning from the late 18th century to the Special Military Operation. Combat experience shapes new social roles and opens up new opportunities for public service. Today, veterans enter the public administration system. Special attention is paid to the mechanism of entry of participants in military events into the public administration system through the Federal Personnel Program, The Time of Heroes, which organizes special training, training for public service to cultivate a new administrative elite. Similar regional initiatives use incentives, academic retraining, and mentorship from senior civil servants to facilitate civilian transition. This research offers valuable insights for public administrators, sociologists, and political scientists responsible for strategic adaptation and the institutional integration of veterans.
