STATE POLICY ON THE SOCIAL PROTECTION OF PERSONS WITH DISABILITIES IN THE RUSSIAN FEDERATION

Abstract:
The current social climate demands new protective measures for persons with disabilities alongside improvements to the relevant legislation. This article examines Russia’s state policy on the social protection of persons with disabilities from terminological and legal perspectives. It analyzes the concepts of politicy, public policy, social policy, social protection, and disability to define the specific category of state policy on the social protection of persons with disabilities. The authors developed a classification of regulatory documents governing social support for persons with disabilities to highlight critical gaps in its implementation. These regulatory acts were grouped by level, object, status, and form of assistance. While current Russian legislation addresses various aspects of life for people with disabilities, promotes their social adaptation, and increases social inclusivity, certain systemic issues persist. Certain shortcomings in legal regulation, financing, interdepartmental cooperation, and law enforcement practices continue to hinder this category of citizens from fully exercising their rights.
